AMENDMENTS TO SERVICE RULES AND RECRUITMENT RULES
DOPT ISSUES FURTHER MODIFICATIONS IN ITS ORDER OF AMENDMENTS TO SERVICE RULES / RECRUITMENT RULES
Already the need for not directly implementing the orders of DOPT dated 24.03.2009 to our cadres in the Department of Posts was taken up by AIPEU Group 'C' as the minimum qualifying service for getting upgradation from one Grade Pay to the Next will adversely affect our promotion to HSG-II and HSG-I in particular. Our efforts to get exempted from the purview of DOPT Orders will continue.
The present order of DOPT making some modification as under is issued on 12th March 2010:

ALL EXAMINATIONS FOR RECRUITMENT IN DOP BY OUTSOURCING

DEPARTMENT OF POSTS HAS SOUGHT RFP [REQUEST FOR PROPOSAL] FOR PROCESSING DIFFERENT DIRECT RECRUITMENT AND DEPARTMENTAL EXAMINATIONS ON "TURNKEY BASIS"
Department website says that the Process shall include "Assistance in designing advertisement - Application handling - Admit card generation - Conduct of examination including computer / typing test - & - Result Processing.
[Wikipidia meaning of turnkey is: "A turnkey or turnkey project is a type of project that is cconstructed by a developer and sold or turned over to a buyer in a ready-to-use condition. Turnkey is commonly used in construction industry, for instance, in which it refers to the bundling of materials and labour by sub-contractors]
Department has said that the Bids from interested Applicants shall be submitted before 28.04.2010.
The examination will be in OMR [Optical Mark Recognition] Answer sheets. OMR is the process of capturing human-marked data from document forms or answer sheets. The Answer sheets will be objective type and the same will be valued through scanning machines. Students mark the answer sheets by darkening circles marked on a pre-printed sheets and afterwards the sheets are automatically graded by a scanning machine.
The need for large scale computer usage in certain examinations and going for objective type papers may be some of the reasons for prefering this move by the department. There may be other reasons also behind such as leakage of question papers - chasing the answer sheets and corruption - setting lighter and harder question papers in different circles - etc. However no one is clear about the full impact of outsourcing the holding of entire examinations for recruitment through private firms.
