Latest Dearness Allowance, HRA, TA, Overtime and other Allowances Rates.

Various rates of Dearness Allowance, HRA, TA, Conveyance Allowance, Project Allowance, Overtime Allowance, Cash Handling Allowance etc are given below.

1. Dearness Allowance (DA):

With effect from 1.1.2006, Dearness allowance is granted to compensate price increase above to which the revised pay scales relate. This will be sanctioned twice a year, payable from 1st January and 1st July.

DOPT – e-Learning Program For CG Servants

1. Purpose/Objective


The purpose of the Program is to increase the availability and flexibility of options open to employees for enhancing their knowledge and skills in order to improve the functioning of Government organizations and the Delivery of services to the public.

i) The Programme is open to Central Employees (working in
Ministries/Departments/Attached offices) and the faculty members of State Apex Training Institutions. The officers working under Public Sector Undertakings are not eligible for the Programmes covered under this Programme.

(ii) The specific conditions of eligibility of employees (including level of employee and Ministries covered) for each module/course will be decided for each course/module and notified from time to time by DoPT.

3. Types of Courses Offered under the Programme

The following category of courses are open for enrolment under this programme:-


(i) Short-Duration Specialised modules:-
The specialised Modules are basically oriented to cater to the requirement of Government employees in a specific domain.
(ii) Certificate Programmes:
(iii) Masters, PG and PG Diploma Programmes.

4. Notification of Courses/Programmes:-

The menu of courses/programmes on offer shall be reviewed annually by the Committee headed by the Joint Secretary, Training, Department of Personnel and Training with the members drawn from different Ministries. Besides recommending the programmes to be offered under this Programme, the Committee shall also make recommendations on the eligibility of the employees of different Ministries for the select courses.

5. Course review committee for upgrading the course material:-

(i) For certain Ministry specific courses, respective Nodal Ministry will be represented in the Course review Committee of IGNOU. The committee may also co-opt the following:-


(a) Representative of the nodal Ministry
(c) Director in charge distance learning in DoPT
The Course Review Committee may meet from time to time to review the course content based on the general feedback and make such recommendations as deemed necessary.

6. Admission Procedure

(i) The employees concerned have to apply directly in response to the admission notification of IGNOU subject to availability of funds.

(ii)The number of seats for Employees in each programme shall be limited to 50 and
these will be offered on a first come first served basis.

7. Payment and Reimbursement of Fees

(i) The employees enrolling for the courses under this Programme will pay the required course fees to IGNOU. The amount so paid shall be re-imbursed to the employee on his/her successful completion of the course by IGNOU.

(ii) Employees failing to complete the course in the time limits and / or with the minimum qualifying grades prescribed by IGNOU shall not be eligible for any reimbursement.
(iii) Reimbursement for the Masters programme is available to an employee only once in his/her career.
(iv) The participants are eligible to enrol for only one programme at a time under this Programme.
(v) An officer is eligible to claim reimbursement/refund for successful
completion of maximum of ten (10) numbers of Units in a block of five (5) years.

Current DA Rates for Employees:
The decision taken by the Government on the recommendations of the Sixth Central Pay Commission relating to DA, to decide that the DA admissible to all categories of Central Government employees shall be admisible from the dates mentioned below at the following rates:

The expected All India Consumer Price Index number (AICPIN) for Industrial Workers Base 2001=100 for the month of May 2010 has been released by Statistical Department, Labour.

The AICPIN for the month of May 2010 is 172.
Based on AICPIN index, we calculated DA percentage for 1st July 2010.

As per above data, we got 35% dearness allowance for last time in December 2009 based on % of increase in AICPIN.


How to calculate percentage of increase ?

DA = (Avg of AICPIN for the past 12 months – 115.76) * 100 / 115.76 .

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for May 2010 increased by 2 points and stood at 172 (one hundred and seventy two).

If the index value remains 172 in June 2010, then % of increase value is 44.91, =June 10 % of Increase index value minus Jan 10 % of Increase index value.

= 44.91 (-) 35.7 = 9.21.
ie Minimum 9% percentage increase will be there in DA.
so DA will be 35 + 9 = 44 % .

AICPIN for June 2010 will be required to calculate the final value of DA.

Children Education Allowance-DOP&T Order and Clarifications

The Representatives of Staff Side- National Council insisted in the 46thmeeting of National council that theChildren Education Allowance should be paid to the two studying Children instead of restricting it to the eldest two children. We welcome the staff side’s view, but at the same time it’s unfortunate that it made us to feel that they are not worried about the unwanted procedure framed for claiming the Children Education Allowance.

It has been clearly stated in the first two lines of 2nd Para of OFFICEMEMORANDUM issued on 2nd September 2008 by DOP&T that ‘In order to ensure that Government servants have no difficulty in claiming reimbursement, the procedure under this Scheme is being kept simple.’

But these two guidelines, mentioned below make the above instruction meaningless.

1 “Reimbursement should henceforth be made on the submission of original receipts on the basis of self-certification by the Government servant.”

2. “Under this scheme, reimbursement can be claimed once every quarter. The amount that can be claimed in a quarter could be more than Rs.3000 and in another quarter less than Rs.3000, subject to the annual ceiling of Rs.12000 /-per child being maintained”.
