Expansion of the clientele eligible for PLI.


As a positive development and an appropriate strategy for publicity and securing business Department of Post has approved expansion of the clientele eligible for PLI. Henceforth, the PLI can be extended to the following group:
  • Employee engaged/appointed on contract basis by Central/State Government  where the contract is extendable.
  • Employees of Joint Venture in which Central/State Government/Public Sector Undertaking/ Nationalised Banks have minimum holding of 10 percent.
  • Members/employees of credit Cooperative Societies and other cooperative societies registered with Government under the Cooperative Societies Act and partly or fully funded from the Central /State Govt./RBI /SBI/ NABARD Nationalised Banks and other such institute notified by Government.
  • Employees of Deemed Universities and Educational Institutes accredited by recognised bodies such as National Assessment and Accreditation Council, All India Council of Technical Education, Medical Council of India, etc.and or affiliated to Universities/ Boards etc.
    Employees of all Scheduled Commercial Banks

9. Guarantee: a written or stated agreement about possessing or using something or about the longevity or quality of a product, or the agent of such as agreement, or, as a verb, to provide such an agreement

10. Guaranty: synonymous with guarantee, but also an agreement to be responsible for payment of a debt or performance of a duty, or a pledge (see below), or, as a verb, to provide such an agreement

The Confederation of Central Government Employees and Workers have submitted a 15-point Charter of Demands to the Government of India through a mass deputation on 26-07-12 in which more than 20 thousand Central Government employees from all over the country had joined in the march to Parliament in support of this Charter. The Confederation of Central Government Employees and Workers is organizing a country wide campaign by holding meetings / District and State level Conventions etc. to prepare the employees for a strike action on 12-12-2012.

Steps   for    Salary  disbursement    through the   ECS

 Download ECS  Salary  from web site of SDC Chennai

To download   please  click here    
Feed basic Details   and employee details in  ECS Software
Create   file    format (ECS0125102012_1.SAL) through the   ECS software after drawing the  pay  in accounts package
Copy   the above said file to   computer  where sanchay post software installed
Expansion of ECS0125102012_1.SAL is
ECS--- file generation name (universal for all offices)
01-Sanchay post code (differs for each office)
25102012—date of file generation
1.SAL- serial number of file generation.


Login in as Counter in Online Transaction in sanchay post, option to follow

SB-----ECS Debit Credit (1310),   select File, Category—ECS-Salary and click on OK, Click on select and browse the file from desktop (ECS**DDMMYYYY_*.SAL) and click on LOAD DATA button and upload the same. LOGIN as supervisor to verify the same to exhibit in LOT.

Based on the figures of Salary slip, the amount equivalent to “NET PAY” to be charged in treasury package as Bills Paid.

 The amount equivalent to “TAKE HOME PAY” will  available as text file send by HO to concern SO’s and that amount has to be credited in POSB account

 The amount equivalent to “TAKE HOME PAY” should be transferred from SB CASH module to Treasury module to tally in both SB & Treasury Branch.

The difference between NET PAY and TAKE HOME PAY will be “OUT OF ACCOUNT”.

1.         Appoint Seventh Pay Commission for revision of wages of Central Government Employees including Gramin Dak Sevaks from 01.01.2011.
2.         Grant merger of 50% DA to all including Gramin Dak Sevaks from 01.01.2011.
3.         Remove restrictions on Compassionate appointments.
4.         Departmentalization of GDS and grant them all benefits of regular employees. Revise cash handling norms; withdraw open market recruitment in Postmen/MTS, Grant full protection of TRCA. Grant Time bound promotions. Implement Medical reimbursement Scheme etc.
5.         End Bonus discrimination and enhance the bonus ceiling of GDS to 3500/-
6.         Regularize the Casual, Part-time, contingent employees and grant revise pro-rata wages from 1.1.2006.
7.         Revise Overtime allowance and Night Duty allowance.       
8.         Stop downsizing, outsourcing, Contractorisation and privatization.
9.         Grant Five promotions to all.
10.       Implement all Arbitration awards.
11.       Ensure prompt functioning of JCM at all levels.
12.       Withdraw PFRDA Bill.
13.       Stop price rise and strengthen public distribution system.
14.       Withdraw all trade union victimization.
15.       Enact laws to grant Right to Strike to Government employees.
