The Postal Staff College, India was set up on 27th September, 1977 to meet the training and development need of the managerial cadres of Postal and Accounts and Financial Wings of the Department, to provide leadership in the vocational training of the operative cadres through regional training centres, to undertake research in spheres of management of postal systems, and to build a postal data bank and documentation centre. The College imparts induction training to probationers of Indian Postal Service (Group 'A') & officers promoted to Postal Superintendents Group 'B' cadre. The College also organizes workshops and management and professional programmes for in-service officers and foreign delegates. A kind reference is invited to the above. Statedly , the direction are issued in pursuance of Directorate orders dated 29.01.2010 and RO order dated 20.12.2010. It may kindly be noted that the Directorate has issued subsequent clarification on 19.11.2010 (No 4-4/209 PCC dated 19.11.2010) that as far as operative offices are concerned, the work may be outsource wherever feasible to do so. This clarification has been conveyed by Circle office letter no EST/53-3/2009 Vol III dated 27.12.2010. A copy of circle office letter is enclosed.
It is requested that the direction issued in this division may kindly be reviewed in the light of the Directorate clarification and the implementation may kindly be deferred till the feasibility in respect of each separate office is ascertained.

DoP seeking to computerise all post offices by 2012-end
Vadodara, Jan 8 (PTI) Department of Post is seeking to computerise all the 1.55 lakh post offices in the country by the end of 2012, said Union Minister of State for Communications and Information Technology Sachin Pilot today.
Pilot was talking to reporters after launching 3G services in seven cities of Gujarat through video conferencing here.
He said that of 1,55,015 post offices in the country, only 12,604 have been computerised so far, and Department of Posts aims to computerise the rest by the end of 2012.
Talking about telecom network, he said that only the government-owned companies such as BSNL were putting up infrastructure and providing connectivity in the remote areas, or Naxalism affected areas such as Jharkhand.
For facilitating e-governance in Gujarat, the Department of Information Technology, Government of India is contributing Rs 91.

PA / SA Induction training
I. The Dte instructions reg PA / SA Induction training vide Memo No : 60-9 / 2010 - SPB - 1 Dt. 30.12.10 is follows.
01. Issue : The Pre-appointment formalities like verification of Police, Dt Administration & Educational Boards will not be able to complete before 10.02.11.
Response : The time lines framed by Dte vide Lr No : 60-9/2010-SPB-1 Dt 10.11.10 may be strictly adhere to. The CPMGs may approach concern authorities to speed up & complete the process early.
02. Issue : Suggestion of Candidates be sent for Trg before completion of pre-appointment formalities as in Sl.1
Response : Not acceptable. Before Trg all necessary formalities should be completed.
03. Issue : In Merit List, the formalities of Junior candidates was completed whereas Seniors not completed, whether the Juniors can be deputed for Trg.
Response : No. Candidates should be deputed for Trg strictly according to the Merit List.
04. Duration of In-house Trg & Allowances : Duration to be decided by HoCs only. From the Dt of joining all Candidates will be entitled to Regular Pay & Allowances in the relevant Pay Band. No question of Stipend / allowance arise.
II. The Dte instructions reg PA / SA Induction training vide Memo No : 1-22 / 2010 - Trg Dt. 06.01.11 is follows.
The PA / SA Induction training will starts at PTC on 25.02.11. If the No. of candidates is not available in the 1st session commencing on 25.02.11, Circles can depute the PA LGOs candidates those are awaiting for Trg can be used in consultation with concern PTCs
DEPARTMENT OF POSTS TO INTRODUCE CREDIT CARDS FOR RURAL PEOPLE
The Department of Post (DoP) will introduce a prepaid credit card in association with leading banks including IDBI, HSBC and ICICI to rural people, which will facilitate non-cash transactions for purchasing products and services.
The card - 'White label Pre-paid Cards' - will come with pre-determined cash value and could be operated at merchant locations, ATMs and designated post offices subject to approval by the Reserve Bank of India (RBI). Disclosing his department's 100-day agenda, Telecom and IT Minister Kapil Sibal has said: "The department during the current fiscal year will introduce pre-paid parcel boxes for domestic parcels for one kg, 2.5 kg and five kg.
"The boxes will be sold through over 800 post offices across the country," he added He further said that the Government would complete the up-gradation of 15 speed post centres by March 31.
DoP will also finalise the vendors for information technology solutions, which include customer interaction management, mail operations, banking, postal life insurance, enterprise-wide human resource management, among others. The project is phased over the financial years 2010-11, 2011-12 and 2012-13

Replacement of Rule-87 of POSB Manual Vol-I and Rule 50 of POSB MAnual Vol-II-New Procedure for POSB Claims settlement to be followed from 01/01/2011
| SB ORDER NO 25/2010 No 113-7/2008 SB dated 23.12.2010 Main Points Form of preferring claim has been revised. New claim form has been devised. |
There will be only one claim form for all the three types of claims ie (a) with nomination (b) with legal evidence SB- 84 claim form will be discontinued . In case of no nomination /legal evidence , the claimant has to produce three documents ie (a ) Affidavit (b) letter of indemnity and (c) Letter of disclaimer on Affidavit as prescribed in SCSS-2004 by MOF (DEA). |
| No Separate sanction memo will be issued and no account closure form will be required after sanction as both these options are available in the claim form itself |
| Proof of death is to be given by the claimant in original after which no further enquiry is required to be done by the sanctioning authority. |

INDIAN POSTAL DEPARTMENT AND SERVICES
| Project Arrow The Department has launched “Project Arrow”, to lay the foundation for a comprehensive, long term transformation of India Post. Project Arrow aims at comprehensive improvement of the core operations of the post office as well as the ambience in which postal transactions are undertaken. The response of the general public and the staff of the Department to the initiative has been overwhelmingly positive and Project arrow offices have shown significant increase in revenue earnings. The initiative Project Arrow- Transforming India Post has also won the Prime Minister’s award for Excellence in Public Administration for the year 2008-09. So far 1530 Post Offices have been covered under this project. |
| Mail Operations In order to streamline the processes relating to processing, transmission and delivery of mail and to improve the quality of service of mail products used by the public, the Department of Posts has undertaken a number of new initiatives. Mail Network Optimization Project has been launched to optimize the existing mail network of Department of Posts and streamline core mail operations. It also seeks to bring in greater standardization and improvement in the operational processes relating to mail processing, transmission and delivery. The Department has undertaken a project to set up Automated Mail Processing Centers (AMPCs) in The Department has inducted a dedicated cargo aircraft for carriage of mail, parcels and logistics to the North East Region in order to bring in consistency in mail transmission. The India Post aircraft operates on Kolkata-Guwahati-Imphal-Agartala-Kolkata route on a regular basis. This initiative has provided a vital communication link for the NE region in terms of its linkages with the rest of the country and helped the Department e-solve the problems associated with mail transmission to and from this region. The Department has also undertaken an initiative to put in place a National Address Database Management System with an objective to effectively manage the address database of public/customers, update the addresses online, and helping the customers in locating correct addresses. The Department has also mechanized the mail delivery processes in the North-East Region of the country with a view to expedite the mail delivery process in hilly and difficult terrains of the Region. GPS device has been provided in all Mail Motor Vehicles in NE region for better and safe monitoring of mail movement in the region. |
| Computerization and Networking of Post Offices Under the plan project of computerization and networking of Post Offices, Department of Posts has supplied computer hardware, peripherals and power back up equipments to 14324 Post Offices till date. Under XI Plan Scheme, upgraded computer hardware viz. servers, desktops peripherals etc and power backup equipments like UPS and gensets have been supplied to 1939 Post Offices computerized during earlier five year plans. 1308 sites/ locations have been connected under Wide Area Network (WAN). All Head Post Offices, Administrative Offices, Major Speed Post Centres and Accounts Offices have been connected under WAN. 10530 Offices have been provided with broadband facilities. The IT Modernization Project Phase II of India Post under XI plan envisages computerization of all the non-computerized Post Offices in the country (Departmental single handed Post Offices) and all GDS Post Offices phased over the financial years 2010-11, 2011-12 and 2012-13. | iMO An on-line domestic money transmission service called iMO was launched in January 2006 which enables the customer to receive money in minutes from any of the post offices providing this service. | e-Money Order (eMO) The electronic money order, which has been launched in October 2008, facilitates transmission of ordinary money orders through electronic media. eMO have the same tariff structure as the existing money order service. India Post has also signed bilateral agreement for exchange of electronic international money order service with Emirates posts, UAE. |
| e-Payment e-Payment is a ‘Many to One’ service through which bills (telephone, electricity, municipal dues, taxes etc.) are paid by customers in Post Offices which are then electronically consolidated and paid to the service provider.
