Ministry of Finance, department of Expenditure issued latest Guide Lines on Air travel on Tours/LTC Vide Memo No.19024/1/2009-E.IV dated 16/09/2010.The following Guide Lines may be noted for Compliance.
On Official Tours
1.For travel by Air Lines other than Air India because of operational ot other reasons or on account of non-availability of Air India flights, individual cases for relaxation to be referred to M/O Civil aviation, as stated in Finance Ministry's OM No.19024/1/2009-E.IV dated 13/07/2009
2.Air Tickets may be purchased directly from Air lines (at Booking counter/Website of air lines) or by utilizing the services of Authorised travel Agents viz. M/S Balmer Lawrie&Company, M/S Ashok Travels& Tours.
LTC
1.Travel by Air India Only
2.In Economy class only, irrespective of entitlement
3.LTC-80 ticket of Air India only to be purchased
4.Air Tickets may be purchased directly from Air lines (at Booking counter/Website of air lines) or by utilizing the services of Authorised travel Agents viz. M/S Balmer Lawrie&Company, M/S Ashok Travels& Tours and IRCTC (to the extent IRCTC is Authorised as per DOP&T OM No.31011/6/2002-Estt.(A) dated 02/12/2009)
LTC for J&K
1.Relaxation to travel by private Airlines to visit J&K while availing LTC is available to all the categories of Govt Employees, including those entitled to travel by Air (DPOT OMs No.31011/2/2003-Estt.(A) dated 18/06/10 and 05/08/10 refer)
2.For purchase of Air Tickets, however, te procedure as given under para 2(4) above should be followed.

In case there is no direct flight between two cities but there is connecting flight. How many hours a govt servent should wait in the airport to avail the first flight. Sometimes there is no connecting flight on that particular date. In that case what a govt servent should do.
ReplyDeleteShould he wait for that connecting flight or can travel by private airlines flight.
An exaample: Ahmedabad to Kolkata and back.The most tiring and time consuming travel.
Most interesting fact is the withdrawl of the Air India direct flight between a mega city (Ahmedabad) and a metrocity (Kolkata). It may be mentioned here that two private airlines are operating (Direct flight)in this sector with packed passenger. And Air India withdraw the flight in order to add misery to the Govt. servents. What to talk about the increase the network of the Air India, they are interested in doing something else.
The reason is best known to the Air India and the aviation minister.
